2009 ANNUAL CONFERENCE
SUMMARY OF THE C&E MEETING
The TFA C&E Committee was attended by representatives from all certified agencies except Barium Springs Home for Children and Wild Rose.   Highlights from the meeting There was discussion regarding etiquette as a reminder.  It was noted that the primary reviewer needs to make sure all issues – particularly the economics associated with a review – are communicated up front. The grievance policy was discussed.  It was noted that an agency cannot be given conditions without speaking to the C&E Chair first to ensure that all standards are being considered.  It was important to emphasize that conditions should not be punitive but rather support continuous quality improvement.   The Grievance Policy was outlined as follows:



There was discussion regarding the qualifications for C&E Chair and Co-Chair.  It was determined that it was important to participate regularly in several activities necessary to successfully assume the role of Chair.  These are guidelines for the chairmanship:
§  From a Certified Sponsor Site
§  Preferably a primary evaluator-one who can also train a primary in training.
§ 
Full participation at C& E for 3 consecutive meetings (just so it gives enough time to become a trainer)
§  C&E Evaluation trainer at Conference
§  C&E Facilitator at the triennial luncheon It was noted that the purpose behind these criterion was all in the effort to ensure that reliability of the review process is maintained at the highest possible level. 

We need to recognize that there will be times when we don’t reach the criterion and we shouldn’t waive the criterion but use a common sense approach regarding flexibility. 
 

The C&E Committee members spent time discussing criteria for the Individual Developer Proposal. 
 The Committee broke into groups to discuss the individual developer proposal.  Responses and guidance were provided as follows:

How would an individual know if they are qualified as a site developer…

Cost of development – how does a site know what it is going to cost
v 
How would marketing be handled as a developer outside of TFA
v 
Would they be required to provide development references
v 
How would we make sure everyone has the opportunity of knowing opportunities to develop

Expertise of sites
  
o    Expertise of development

If they don’t have experience do they have access to people with experience

TFA would have to be the watchdog to track the metrics on individuals and sites…

Resume/application…tied into standards

Yearly self-evaluation similar to site director’s report

Sit evaluations at least 2 out of every 3 years

Be at half of the C&E Meetings for mid-year…
v  Address a mechanism for de-endorsement

A possible membership/fee of $150 seems reasonable…

Consumer and practitioner done annually is the one mechanism…one should be put into place for individual developers
v  Individual consultants need to be kept up to date.  There needs to be consistency.
