TFA Committees are an important component to reaching the goals and objectives established by the Board of Directors developed through membership input and guidance.  All members are encouraged to participate on TFA committees.  Committees meet at both the Mid-Year meeting in April and again at the Annual Conference in October.  Telephone conference meetings are held periodically as is necessary to accomplish the tasks outlined by the committee chairs. 
TFA 2008-2010 STRATEGIC PLAN

The mission of the Teaching-Family Association is to support its members effectively and to promote the Teaching-Family Model.

OBJECTIVES & STRATEGIES 

The Teaching-Family Association (TFA) –
1. BY 10/08, COMPLETE A PRELIMINARY PLAN FOR THE FINANCIAL RESOURCES REQUIRED TO INSURE TFA VIABILITY.

  a.)
  
The Board of Directors and the Director will collaboratively:1)     Reconsider the TFA dues structure.  2) Increase TFA membership through identified recommendations. 

2. BY 10/08, COMPLETE A PRELIMINARY PLAN FOR IMPROVING CUSTOMER SERVICE, INCLUSIVENESS AND RETURN-ON-INVESTMENT FOR MEMBERS.
 
a.)   The Board of Directors will: 1.) Assess certification - the purpose of it, need for it, etc.  2.) Clearly define roles of governance and operations and then staff accordingly. 
  b.)
  
The Director will:  1) Develop a marketing plan for the Association.  2) Develop communications plans for the Teaching-Family Model and the Teaching-Family Association.  3) Provide information to the Board and TFA membership about grant opportunities. 
  c.)
  
The Board and Director will collaboratively:  1) Increase professionalism of TFA materials, information/ communications.  2) Develop corporate alliances. 

 
The Teaching-Family Model (TFM)
1.  BY THE END OF 2010, EXPAND THE TEACHING-FAMILY MODEL BEYOND RESIDENTIAL TREATMENT TO OTHER POPULATIONS (e.g., schools/education, home-based, foster care). 
 
a.)   Solicit agencies that are using the model in foster care, school and in-home settings to share their policies and instruments  
  b.)
  
Facilitate round tables for each of these groups, with all members who have programs in the designated areas present, or providing input, at the next conference to provide a forum with a pre-planned agenda, to share and brainstorm solutions to the common challenges that these groups are facing in model implementation. 
  c.)
  
Present a proposal to C&E committee to allow flexibility to agencies in how to implement the evaluation components by identifying specific, designated, evaluated positions. 
 
d.)   Start a blog accessible through the website to communicate changes, share information, dialogue on issues and to network for programs using TFM. 
  e.)
  
Add sections to the newsletter focused on school, foster care, residential and in-home applications of the model.  a. Members may solicit questions that they would like to be addressed, and one question would be the focus each newsletter, with member solutions to the posed questions (similar to advice sections in magazines and newsletters)  b. Spotlight success stories in these settings  c. Spotlight any research developments in these areas  
  f
.) Prepare presentations for Teacher/Education conferences to inform teachers about TFM use in the classroom setting  
  g.)
Spotlight other Teaching-Family Model Practitioners with new award categories/sub categories, i.e. Residential, Foster Care, In-Home, School, etc.  a. Feature award winner stories/nomination letters on the website
 
 h.)   Commission a group to begin to look at other settings that would benefit from TFM approach and solicit sites interested in venturing into these:  Consider Nursing homes, prisons, Rehab facilities, etc.  a. Set outcomes to track and commission research upon implementation so that effectiveness is tracked and identifiable from the beginning 
  i.)
   
Spotlight the areas that member program are using the model on the website—i.e. the agency name, and then list the populations worked with 

2.  TFM PRODUCES MEASURABLE OUTCOMES
 
a)     Survey agencies on what outcomes they are currently tracking
  b)
    
Define what outcomes we want to track and how they will be tracked   a.   Effectiveness of placement (change in presenting problems)  b. Consumer Satisfaction  c. Long Term Placement Success
  c)
    
Create a tracking instrument with clear indicators and prompts to ensure apple to apple comparisons and data.
 
d)     Define a process for collecting data with consistency and accuracy
  e)
    
Spotlight success stories in the newsletter, other national papers 

3.  TFM DEMONSTRATES COST-EFFECTIVENESS

  a)
    
Identify Outcomes that demonstrate cost-effectiveness of TFM implementation:  a. These may include rates of staff turnover, increases in referrals, fewer pre-mature discharges, maintaining desired populations of youth/families, cost of maintaining facilities, increase in donations, ability to qualify for special funding, support from universities and/or grants, etc
  b)     Have agencies implementing the model prepare financial reports that include outcomes demonstrating cost-effectiveness of TFM: 
  c)
    
Examine Site Development Process and find ways to reduce expense to agencies, while maintaining model fidelity  a. Consider individual developers over partnerships with sponsor sites
  d)
    
Propose to C&E a sliding scale for development so that agencies with smaller resources can become more involved
  e)     Create a library/clearinghouse for training materials via the website
  f)      Through the newsletter, or other forums, provide a form for agencies to share the cost savings/improvements that they have seen in using the model.
 
4.  DEFINIE TFM EVIDENCE-BASED OUTCOMES
  a)
    
Hold seminar/panel discussion (conference/med-year) inviting Dean, Gary, other TFM researchers, others with info about TFM evidence base.   a. Dialogue on the research/outcomes  b. Identify what is most beneficial in achieving evidence based label  c. Learn what research is being done d.  Find researchers/funding to expand current research e. Encourage agency participation in research projects
  b)
    
From this forum, prepare materials and disseminate to agencies and on the website to market our evidence base, a script so to speak, of why we are evidence based and what to tout when working with consumers.  (Like a FAQ list)

Teaching-Family Model Certification
1.  BY 2010 THE FEDERAL CENTER FOR MEDICAID/MEDICARE SERVICES (CMS) WILL “DEEM” THE TEACHING-FAMILY MODEL, MAKING AGENCIES CERTIFIED IN THE MODEL ELIGIBLE FOR MEDICAID REIMBURSEMENT.

  a.)
   
The Association director will develop a plan for securing the CMS designation.
 
b.)   The Association director will implement the plan.
 
c.)    The Association director will keep the membership abreast of progress through quarterly emails.
 
d.)   The Board of Directors will consider achievement of this objective as an outcome included in the performance review of the TFA office/staff. 

2. BY 12/09 IDENTIFY THE REASONS FOR THE HIGH NUMBER OF RECOMMENDATIONS AND STATUS CHANGES EMANATING FROM THE CERTIFICATION AND RECERTIFICATION PROCESSES.

  a.)
  
The C&E Committee will contact agencies that have moved to supportive status regarding the certification process and its effect on the agencies’ decisions to forego certified status and will distribute its findings to all TFA members.
  b.)
  
The C&E Committee will examine the recommendations it has made over the last five years and compile that information.
  c.)
  
The C&E Committee will develop a standardized satisfaction questionnaire to be routinely completed by certified members.
  d.)
  
The C&E Committee, with Board approval, will establish a Trends Sub-Committee to analyze the data gathered from above steps and to maintain an ongoing trends-analysis process.
 
e.)   The C&E Committee will annually review findings and develop, as needed, recommendations for modification and clarification of the certification process.

3.  BY 12/08 CLARIFY THE DIFFERENCES IN ASSOCIATION MEMBERSHIP BENEFITS FOR CERTIFIED SITES AND SUPPORTIVE SITES.

  a.)
  
The C&E Committee will clearly define and document the current benefits for each category of TFA membership.
  b.)
  
The C&E Committee will propose to the Board of Directors additional benefits for Association’s certified members.
 
c.)   The TFA staff will publicize the benefits of being a certified member to all current and potential members of the Association.
 
d.)   As part of a marketing plan, the C&E Committee and TFA Director will better “brand” the certified Teaching-Family Model.
  e.)
  
The C&E Committee and TFA staff will work together to improve the Association’s website information about the certification process and certified agencies.
